The hosted foundation targets europe-central2 initially. A regional private control plane persists workspace, review, scan, integration, usage, and audit state; durable queues dispatch work to capability-specific execution pools. Standard and Pro prefer light, component-scoped isolation. Ultra and work that requires a complete build use the heavy execution path. Capability resolution fails closed: unsupported work emits a cannot-run receipt rather than running unisolated. Azure OpenAI is the initial managed model route. Vertex AI is a governed fallback and future primary. Provider route, model, effort, token usage, and cost remain part of each job’s provenance. Terraform and image-factory validation do not create production resources. Live staging requires an approved plan, authenticated operator, quota review, containment campaign, restore drill, load/cost test, and failover evidence.
